Re: Refusal to Grant Authorizations for Self-Directed Home Care for Disabled People

Dear Mr. Miller,

Whether in my wheelchair or while laying in an institutional bed, I will remain standing against system practices that deprive people of their dignity. I'm fighting against the systematic bottlenecking of what makes self-directed care available for disabled people in Nevada. The use of NRS 629 is crucial for some of us to escape unnecessary institutionalization.

Your policy manager, (Teresa Schumacher) has become hardened in her decision mirrored in Mr. Klepin's letter... "At this time our program does not provide the services you are requesting, nor are there any plans to include this in our service line." I sense a false pride behind this decision. It has given way to indifference, and that Mr. Miller, is uncomely for a health-care provider.

In my telephone conversation with Teresa last week, she indicated that you are fully aware and supportive of her decision. Has her decision been harmless? I find it hard to believe that you're endorsing it.

You must recognize this means your Home Care Nursing staff will not be helping Nevada's disabled and elderly people to enjoy self-directed home care. It means that if some other resources are not firmly established, more harm will be to done to those of us who are struggling to remain outside of institutional care.

Lastly, do you consider this as a step of community leadership? Is it supportive of innovative resources and services? Is this what Renown Health is all about?

This is of course my third correspondence to you without having any reply from you. I will continue to address some of the misconceptions and comments that I have heard from your staff. And Lord willing, I will focus more on informing and soliciting help from others. The hope remains that you will take a stand to rectify this oversight.

Sincerely,

Rick Cline
